As most flamekin have a low toughness (1 or 2), Incandescent Soulstoke's first effect helps out a bunch, potentially saving your elementals from pingers (creatures that tap to deal damage) or area burn spells like pyroclasm. The second effect is mostly useful with elementals that have a leaves-play evoke effect such as spitebellows.
Overall i find this card to be not necessarily an auto-include in elemental decks, but it's a solid addition at worst, and a potential monster in a deck built to abuse his second effect.
